In Germany, North Rhine-Westphalia the governing measure is gross volume. A container whose gross volume stays within 30 m3 falls into the simplified route and is handled as a full permit. Do you need a permit or is a notification enough?

In North Rhine-Westphalia a normal container sits above the procedure-free line, so a building permit is the usual route. Only a small unit up to 30 m3 without habitable rooms and with a mean wall height up to 3 m falls inside the exemption. The practical consequence: a 20 ft container needs a permit here although it does not in Bavaria or Saxony.

What to watch out for

  • This is the strictest of the four verified German states and also the most populous. The 30 m3 line sits below a standard 20 ft container, which is 38.27 m3 on the ISO 668:2020 external dimensions. Only a 10 ft unit fits under it. Carrying Bavaria’s 75 m3 across to North Rhine-Westphalia is wrong by more than a factor of two.
  • The version the portal presents as newest applies only from 1 September 2026 and was not yet law at the time of verification. We therefore cite the version actually in force, which states its own window: Gültig ab 01.01.2024 and Gültig bis 31.08.2026. After 31 August 2026 the text has to be retrieved again.
