The brief
A national police training academy needed a mobile modular assembly at its training centre, delivered as a finished facility under an EU co-financed programme. The scope was not "supply four containers". It was architectural design, delivery, assembly, electrical installation, HVAC and camera provisions, with the documentation an EU-funded programme is audited against.

What cost money, changed the design, or both

Design in scope, so the interfaces are designed and not discovered.
Taking the architectural package meant the module joints, the cable routes and the camera positions were resolved on paper. On a fitted training facility the interfaces are where the money leaks.

Camera and security provisions prepared, not installed.
Routes, mounting points and power to the integrator's layout, with the integrator doing the fit. Clean responsibility boundary, no duplicated commissioning.

Documentation designed for the audit, not for the file.
Delivery notes, assembly records, control-day minutes, acceptance protocol and a photo record, produced as the work happened because reconstructing them afterwards for an EU audit is a different and much worse job.
